In-letters and orders received by the Navy Board

Enclosure: Copy of a letter from Sir Cloudesley Shovell in the KENT off Gravelines in which he informs that he has read the Report made by Officers who have surveyed the ROYAL WILLIM but doubts that the Certificate signed by the Officers of the ship can carry much weight as their experience of her sailing qualities gained on a passage from Portsmouth to Sheerness is insufficient. The letter continues to offer advice as to how she can be improved and points to the hazards of making too drastic alterations. He concludes by opining that girdling will likely be the best option. he copy is attested by James Southerne, Admiralty Board Secretary.
