In-letters and orders received by the Navy Board
Admiral Russell has in a late letter informed us that the most part of the Surgeons now in the Fleet are not much better than Barbers Boys. We direct you to send us a List of the names of such Surgeons you have appointed to the several Ships of the Fleet, with what account you had of their qualifications for their employment, and by whose recommendation any of them were put in.
