In-letters and orders received by the Navy Board

Our Orders to you of the 6th April last directed you to remove the Stop on some part of the Pay of several Commanders of their Majesties Ships on account of their failure in preforming the Instructions annexed to their Commissions.
After our discussions on this matter we think fitting in explanation of our Orders to signify to you that it was not intended thereby but that the Commanders shall be obliged to make good out of their Pay as well the Charge of any Men borne by them either in Wages or Victuals otherwise than they ought to have done, as of such supernumeraries as have been borne without particular Orders in writing from their superior Officers, as was directed by our Orders to you dated February 29th 1691.
