In-letters and orders received by the Navy Board

You are directed to consider what officers are fitted to be appointed for the yard intended at Plymouth, and what number of instruments and salaries are proper to be allowed, and to report your opinion to this Board. You are to let us know which officers will be required to be sent down to Plymouth before the yard is made and when they ought to be there.
