Enclosing a copy of a letter from Mr Samuel Duncalfe of Hull to a Member of Parliament concerning embezzlement of Stores intended for a new ship building there and requiring the matter to be investigated. And instructing that until further notice the Men of the Capital ships not at present on board are not to be recorded as having deserted.
