You are directed to have the men belonging to the DEFIANCE, except the commission and warrant officers and their servants, and so many of the EAGLE's men as her Commander cannot depend on keeping when she comes to Chatham, to be turned over into such ships of the line as the Admirals of the Fleet shall think most convenient.
