We have spoken to the Lords of the Cabinet about your being supplied with better funds to pay the yards, and to contract with merchants for naval stores, but being referred to the Treasury and foreseeing a greater delay, you are directed to bring to this office on Monday morning next, such memorials as you shall think fit to lay before them the difficulties of carrying on their Majesties' service.
