In-letters and orders received by the Navy Board
Captain Leonard Mocher has advised us that he wishes that a ship called the ASHBY privateer which he commands, now in the Thames, should be employed in their Majesties' service. You are directed to have the ship surveyed and to report your opinion whether she is fit to serve as a man-of-war and, if so, what number of men and number and nature of guns will be proper.
