A Petition has been delivered to this Board praying the Wages of Henry Penning, late Lieutenant of the CHATHAM, which have not been paid for want of a Certificate from his Captain of the Performance of his Duty on board the said Ship..
We direct you in case there be no other objection but the want of the said Certificate to cause the said Wages to be paid to such as shall be lawfully empowered to receive the same.
