We direct you to send us as soon as may be the name of some Persons who you judge qualified to command the JOSIAH and to report to this Board your opinion what Officers, Men and Guns will be proper to be established on her, as well in her voyage to the Straights, as to serve as a Hulk there if occasion requires.
