Having received a letter from Captain Finch of the GREENWICH complaining of the Commissioners of Victualling, their refusing to pay his bills for victualling the HENRY Prize in Virginia, where he commanded her, we send you a Copy of the letter enclosed.
We direct you to examine this matter and order him such relief as you shall judge reasonable, but if if there is anything therein extraordinary, then to report your opinionthe same to the board, together with your opinion what is fitting to be done.
