In-letters and orders received by the Navy Board
This Board thinks it necessary for their Majesties' Service to have a Ship to lie at Plymouth as a Guardship and to receive and secure such Men as shall be put on board her from Ships ordered into that Port to refit.
We direct you to give us an account whether any of the old Ships at Plymouth or thereabouts can be fitted for that service, and if not you are to hire or buy (according to your judgement) a proper Ship which in your opinion shall be qualified for that service, giving us an account of what you do.
