Your letter to our Secretary on 30 June, advised us that the new 5th Rate building at Sheerness which we have named the RYE with the same number of men and number and nature of guns allowed to our new 5t Rates lately built, may be ready to launch next spring. You are directed to have her launched at that time and fitted out for service in the Channel , manned to her highest complement and victualled for 3 months.
