By order of their Lordships of the Treasury, I enclose the memorial of Francis Riggs praying an imprest for a large quantity of Norway goods which he is under contract to import for the Navy by the last of November next, as the East Country merchants have already had for the like service. You are directed to consider this and to give an account of the true state of the matter and your opinion on what is fit to be done.
