Their Lordships direct that you ask Commissioner Wilshaw whether when he acted as Commissioner of the Navy at Portsmouth, he applied to the Lieutenant Governor of that garrison for leave to fire the guns on the fortifications of the yard on days of solemnity, and to give their Lordships an account.
