Their Lordships having received an account from Commissioner Greenhill at Portsmouth, of interruptions to the execution of his duty, given by the Lieutenant Governor of the garrison and laid with a Memorial before the Lords Justices, have commanded me to send you copies of this. Their Lordships would have you send this to Commissioner Greenhill so that he may consider this and send his answer.
