In-letters and orders received by the Navy Board
An answer to the Lords Justices of England to the complaint made against Colonel Gibson, Lt. Governor of Portsmouth. That the gates of the dockyard have been shut against officers of Colonel Gibson's Regiment. That the guns were fired round the fortifications of the dock without giving notice to Colonel Gibson. That Captain Kiggins, Commander of the ARUNDEL, pressed 5 gunners of the garrison notwithstanding that Major Thomas Handasyde who, commanded the garrison in the absence of the Lt. Governor, advised the Captain that they were gunners of the garrison. That Captain Kiggins did beat one of the gunners without reason. That sea officers often press men of the garrison without notice taken of the Lieutenant Governor. Signed by Colonel Gibson, Lieutenant Governor of the Portsmouth Garrison [not dated].
