In-letters and orders received by the Navy Board

We have received an account from Consul Blackwell at Livorne of disbursements in maintaining and clothing poor seamen. We send you a copy enclosed and direct you to examine this and give your opinion. The CUMBERLAND is crank and you are directed to have a survey taken of her upon arrival at Spithead and to make a report to this Board and your opinion as to what is to be done.
