In-letters and orders received by the Navy Board

We sent you an account delivered to this Board by Mr Blackwell of charges incurred, during his residency at Livorno as Consul, in maintaining clothing services to mariners taken by the enemy and then sent to that port. Also for postage of several packets and letters to and from this office and that of the Navy. We did direct you to consider this and report to us which you did in your letter of 25 July, in which you say Mr Blackwell has been very punctual in his correspondence with you, but your office has no cognisance of the charges in maintaining Algier slaves and French prisoners taken in merchant ships and it was some time since the matter was discoursed in Council and agreed that such charges should be borne by the Navy. You are directed to pay Mr Blackwell the whole of the account providing that he produces authentic vouchers for this.
