By your letter of yesterday's date to our Secretary you have proposed that the Muster Master of the Blue should go with the Squadron appointed for Foreign Service, and the Master Master of the Red to attend at Spithead in the coming Winter to muster the Ships there, if this cannot be done well by the Clerk of the Cheque at Portsmouth without hindrance to other services there.
