We send you a list of ships of the 1st, 2nd and 3rd Rates, excluding those great ships at Chatham, which are now at Spithead the Nore or Blackstakes, or will come to those places, and are to be fitted fior the next summer service. You are to consider their present conditions and to report how they may be best disposed so that the dockyards may not be clogged by those wanting the greatest repair.
