To Woolwich and Merchant Docks: NORFOLK, RUSSELL, DUNKIRK, IPSWICH, LYON, MONMOUTH, SUFFOLK, BURFORD, MONTAGUE. To Portsmouth: VICTORY, ST MICHAEL, SHREWSBURY, CAPTAIN, HAMPTON COURT, NEWARK, RESTORATION, TORBAY, MARY, CUMBERLAND, KENT, BERWICK, ELIZABETH, LENNOX, HUMBER, STERLING CASTLE, LANCASTER. You are to take care that the 3rd Rates are first gone in hand with, and then the 2nd and 1st; and those of such rates which have the least work to do.
