Your letter of 13 October sending a report of the officers at Portsmouth about the CUMBERLAND whereby it is proposed that her tenderness may be cured without girdling, the chief reason being the ill stowage of the ship. We approve of your proposal to cure the CUMBERLAND and direct you to issue the necessary orders for so doing.
