Their Lordships having received direction from His Majesty to lay the estimate before him tomorrow which is to be delivered to the House of Commons, their Lordships direct that you send them your opinion on the charge of registering seamen in the Cinq Ports. You are also to have the RUSSELL and IPSWICH cleaned with all possible dispatch, and have men sent to the SWIFTSURE in the Hope, sufficient to take in her guns and sail her to the Buoy of the Nore. These men are to remain on board until she is supplied there and then return to their ships.
