Document signed by William Lowndes, 1652-1724, Secretary to the Treasury (from 1695) under King William III and Queen Anne
The Treasury Commissioners find that the quantity of Hemp to be furnished for the Navy this year be provided and imported on his Majesty's account by way of Commission as it was in 1694. They direct you to contract with Mr Taylor the Merchant for importing two thousand tons by Commission accordingly, but at a rate of twenty five pounds a ton and not £26 pounds a ton paid in 1694, amounting to fifty thousand pounds, payable weekly as detailed, according to his proposal which I send enclosed.
