Spratt was appointed a special commissioner for Irish Fisheries in 1866. He experienced difficulty in working with his fellow commissioner Robert J. Lane. A third commissioner was appointed in 1867 and an enquiry found in Spratt's favour, but the commission was terminated in 1869.
