The third is a letter to the Secretary of the Admiralty by H. Richmond following the appointment of Admiral Sir Arthur Waistell to the command at Portsmouth, protesting against the First Lord's treatment of him and enquiring why the First Lord considered him unfit for further commands at port or sea. Also contains Memorandum of the Cabinet Committee on Bombs and Battleships, 1936.
