Direct you to consider and report whether the SOPHIA Fireship is thought a proper vessel to be fitted out as a Man of War, and what men should be allowed her, as also to the PORTSMOUTH Bomb Yacht, now ordered to be fitted out for Coastal cruising, and likewise what other small vessels can be fitted out for that service, and the nunber of men to be employed in them.
