Document signed by Henry Guy, Secretary to the Treasury, 1631-1711
Letter referring to the disbursement of money by several Collectors of Customs in the Out Ports for procuring seamen for service in the Navy, together with a report made by the Commissioners of Customs concerning disbursements made by William Lynstead, the Collector at Lyme. The letter informs that the Commissioners of Customs are unable to make disbursements themselves and argues that due to the length of time it takes for the Navy Board to pass accounts the payments are best made by the Board direct. The letter continues with a discussion as to how the Collectors may be paid by the striking of tallies as involving the Treasurer of the Navy.
