In-letters and orders received by the Navy Board
Direct you to cause the Fifth and Sixth Rate Ships building in their Majesties' Yards to be completed with all the dispatch that the other necessary Works at the Yards will admit.
Also you are to give Orders that such Ships of those Rates as are building by the Merchants Shipwrights be finished with all possible dispatch.
