We have directed the Commander in Chief at Blackstakes to put so many Men from the Ships there on board the EXPEDITION as will be sufficient to carry her up to Chatham.
If men cannot be spared sufficient for this service, cause the ordinary and Riggers at Chatham to be appointed to sail the Ship there.
