You have informed us in your letter of this day that the Fireship JOSEPH is not as well qualified for a Winter voyage as the VULTURE, and therefore propose she be fitted in her place.
Direct that the Fireship VULTURE be fitted for the Sea at Portsmouth with all possible dispatch in the same manner as you were ordered to fit the JOSEPH, and Victualled accordingly.
