In-letters and orders received by the Navy Board
Petition of the Pursers of HM Ships of War, in which they complain of budget problems and difficulties in continuing to supply the fleet, including getting into debt with tradesmen who are no longer extending credit. The prospects for receiving further money they perceive as poor. They remind the Admiralty that following the Restoration of the Monarchy an allowance of seven pence per day was made to feed seamen, of which six pence per day is appropriated by ships Captains. Moreover, the Navy Board, in its accounts, allows an even lesser sum. Further facts regarding the practices of the Commissioners for Victualling themselves are revealed. Reference is also made to the inflationary effects of the current war. The Pursers appeal for their plight to be recognised and for measures to be put in place to rectify the situation, including the making of adjustments to allowances for victuals and for foreign expeditions. Appended is a note forwarding the petition to the Commissioners of the Navy Board for comment and for action. Petition signed: Isaac Swain; G.L.[Bumish]. Admiralty Instruction signed: Anthony Cary; John Lowther; Henry Priestman. Countersigned by James Southerne, Secretary to the Admiralty Board.
