We direct you to opine what number of Men and number and nature of Guns are proper to be established for the six Bomb vessels you have lately bought.
You should note that we have named the Bomb vessel bought from Sir Henry Johnson the STAR.
You are to cause Admiral Russell to be furnished with a Silk Flag fitting to be used in his Boat.
We direct you to cause six more Frigates of the sixth Rate, of like dimensions with those last built, to be set up and built as soon as possible, some in their Majesties' Yards and others in Merchants' Yards, as you judge best, sending an estimate of the charges.
Also you are to buy at the best possible rate a fitting Merchant ship to lie at the Buoy of the Nore, to be employed for impressting and lodging Men for service of their Majesties' ships, sending us an account of your proceedings.
