In-letters and orders received by the Navy Board
The SCARBOROUGH and the RUPERT are to be surveyed in order to establish if they have been built to plan. If not, the Board is to inform the Admiralty in what way they differ and what the advantages and disadvantages may be. The SHOREHAM and other Fifth Rates currently building are to be similarly surveyed and reported on.
