In-letters and orders received by the Navy Board
We direct you to cause a Clerk to be allowed to each of the Flag Officers of their Majesties' Fleet, and that he be borne as one of the Ship's Company on board of which the Flag Officers serve, with the same Pay which is allowed to a Midshipman of the first Rate.
