In your letter of the 29th November you have represented to us that the best way of providing six Fireships more for the Service next year will be buying Merchant Ships and converting them to that use.
As decayed Ships are not fitting, as they cannot be kept tight, and the building of new ones cannot be depended on, considering the Works in hand, we approve that you proceed to look out for and treat with owners of such Merchant Ships as you think proper for Fireships, with regard to their Dimensions and sailing, letting us know what you do.
