You are directed to have the victualling of the NONSUCH and PEMBROKE, now in the Downes, completed with all possible dispatch. By reason of the difficulties made by the owners of the four merchant ships you were directed to hire, there is no possibility of getting them ready in time and you are to forbear proceeding any further in taking up these ships.
