In-letters and orders received by the Navy Board
Your letter of 19 April to our Secretary advised that you had treated with several Masters of merchant ships to be employed as men-of war, but that none of them would make any agreement unless they had command of the ships. You are directed to use your best judgement to hire them in such manner as the King may be at liberty to place command in them and to give us an account of your proceedings.
