In-letters and orders received by the Navy Board
Your letter of yesterday advised us that in pursuance of our order you treated with the owners and masters of some merchant ships thought proper to serve their Majesties as men-of-war. They refuse to let their ships for that purpose unless the Masters of the ships may command them. You are directed to hire the ships with the condition that the Masters command them, if you cannot procure them otherwise.
