We send herewith a copy of an account from the Earl of Torrington, of the present state of the fleet in relation to victualling and the quantity of provisions required to complete the ships to 4 months. You are directed to have these provisions sent to the Downes with all possible speed. You are also to have 4,000 hammacoes sent to the Downes to the fleet.
