In-letters and orders received by the Navy Board
Enclosure; Statement by Gabriel [Delsey] in which he claims that a Mr Isaac Heath has told several people that he could prove that Mr Blackway, a King's Sailmaker, has been making sails for merchant ships using Navy cloth. He also informs that a Robert Snipes, who supplied Blackway with cloth, has knowledge that Blackway has been supplying foreign ships and that he, Snipes, has been offered sails by foreigners. Appended is a largely illegible note dated 7th August 1693 in which Blackway is mentioned as well as a certain quantity of cloth.
