Captain Cooper, Commander of the ENGLAND frigate, who is coming from Spithead to the Downs, has advised us that he is in need of two cables and an anchor. You are directed to quicken them to supply these with all possible dispatch, she being ordered to sea again when she arrives at the Downs.
