You made representation to their Lordships of the Treasury that the merchants were asking so high a price for hemp this June that they were under some combination in the matter. You were directed to send Mr Taylor to treat with them and he has this afternoon delivered to them the enclosed proposal which their Lordships direct you to consider and give your opinion.
