In-letters and orders received by the Navy Board
The Navy Board is unable to supply a ship to serve as a Hulk at Cadiz other than by buying one. They have however identified the JOSEPH in the Thames which is for sale. Instructions are given to buy her and have her fitted out at Deptford and to advise the Admiralty on the Officers, Men and guns required to crew and equip her.
