In-letters and orders received by the Navy Board
We are sending herewith a Parcel of Protections for Lightermen and Coalheavers , and direct you to appoint some member of your Board to examine all these Men, and on not finding any Seamen as is sworn to, cause their respective Protections to be delivered to them.
In case he discovers any of them to be Seamen he is then to detain their Protection and send an account of their names to this Board.
