Captain St Lo has again complained that the Officers Servants are generally so small that they are hardly able to carry a platter of provisions. In future, the Rules of the Book of Rates for the Navy are to be more strictly complied with so that no Watermen's Servants are to be paid as Able unless they have been bound in accordance with the Rules of the Watermen's Hall and have served the usual time.
