By command of the Admiralty Commissioners I am sending the enclosed Certificate of Lieutenant Rooper about one Samuel Roberts, disabled in his right arm in their Majesties' service.
I desire you will put him in a method for getting regular Certificates in order to obtain a Pension from the Chatham Chest, and to recommend him to the Governor there .
