We direct you to give Orders for preparing materials of all sorts for building four new second Rate Ships of 90 Guns each, and report your opinion which Yards you think best for building them.
Colonel Richards has proposed a model of a Gallease to be built to carry 24 Mortar Guns. We direct your Board to send for him and after consideration of his advice report your opinion to this Board of the usefulness of a Gallease, and whether any of these sort of vessels should be built for the Service, sending us an Estimate at the same time of the Charge of building one of them and fitting out for Sea.
