The COLCHESTER and ROMNEY, which are ordered Convoy for Cadiz, are now in the Downs. If they are unable to proceed to Spithead due to the wind conditions, completion of their Provisions for four months should be at Dover, together with what Stores can be had there for Mediterranean service.
